Section 19 Interim Report - Lower Aire

The East Riding Council's independent interim Section 19 report on the flooding on the Aire last February is finalised and being presented to the Council's Cabinet for final approval. 
It wont be formally published until early February but you can see the report in the papers that have been submitted to the Council Cabinet. 
Bear with me as it is a bit tricky to navigate as it won't be published on the Council's flood report section until approved by the Cabinet on February 2nd.

The River Aire report starts on page 330! Quite the faff but as it's not formally published yet it is still tucked away in the Cabinet Committee papers for final approval.

In short, the report is broadly in line with that of the North Yorkshire Section 19 report. The conclusion being that the defences did not fail, the amount of water in the system exceeded their design standard and was the equivalent of a 1 in 100 to 1 in 200 year event. There are criticisms of the co-ordination between agencies etc and plenty of recommendations for the future.

What happens next? As I have previously said, the Section 19 reports are only the start of the process and the next step is the modelling work already underway which should be completed by the Spring/ Summer. 
This will build up a proper model of water flows given the real data of what happens with the amount of water in the system as we had in February.  This sort of a model is an essential requirement before any changes to the defences or any alleviation schemes can be considered. 
All of the agencies are working together on this and it is this work which will identify what specific options may be available to protect properties. 
I have not fully digested it all yet but I wanted residents to have early site before it is published so that we can all begin to digest it.
